How many people are required to administer the ELPACst test?
Successful administration of the ELPACst test requires trained and accredited
- test administrators,
- Paper 1 (Listening comprehension) markers and
- Paper 2 (Oral Interaction) examiners (2).
One person, depending on his/her expertise, can easily fulfil more than one function e.g. test administrator and Paper 2 examiner.
It is recommended that a minimum of three people are trained and accredited to administer the ELPACst test.
Testing personnel who are accredited to administer, mark and examine the ELPAC test can exercise the same roles for ELPACst.

Test re-sits
The recommended period between re-sits is three months, ideally longer. For more information and guidance go to www.elpac.info, section "FAQ", subsection "About the ELPAC test". EUROCONTROL applies the same principles to both tests.
Why use ELPACst and not ELPAC?
The language proficiency requirements stated in the EC Directive on a Community Air Traffic Controller Licence apply equally to the student ATC Licence and must be demonstrated BEFORE a student licence is granted.
As there is too much operational context in ELPAC this would be neither appropriate nor fair to an inexperienced trainee controller who will only have limited practical (simulator) experience. Also, the range of language experienced in simulator exercises is more limited than can be expected in the operational environment.
