ICAO LPR Rating Scale

In 2000 ICAO established a study group - Proficiency Requirements in Common English (PRICE) to carry out a comprehensive review of ICAO provisions concerning all aspects of aeronautical communication.

In March 2003 the ICAO Council adopted amendments (strengthening the provisions related to language proficiency) to Annexes 1, 6, 10 and 11 and to the PANS-ATM (Doc 4444). The PRICE group also established a set of holistic descriptors and a language proficiency rating scale.

The EU Directive on a Common ATC Licence adopted the ICAO Rating Scale and Holistic Descriptors for language proficiency.
