The ELPACst test has beeen developed by EUROCONTROL (the European Organisation for the Safety of Air Navigation) to meet the European Commission’s language proficiency requirements in English for student air traffic controllers as specified in the Community air traffic controller licence (effective May 17^th 2010).

This website on the ELPACst test provides information of interest to student air traffic controllers, Air Navigation Service Providers, National Supervisory Authorities, ATC Licensing Authorities and teachers of English for aviation.
